A purchase contract was signed for the purpose of acquiring consulting services regarding transport and mobility of the academic city, the value of which is 296 thousand euros (125.3 million AMD).
Back in the October 17 session, the government approved a decision that allowed the Academic City to acquire transport and mobility services from one person within the framework of the implementation of the "Academic City" project to the committee, to acquire consulting services on the transport and mobility of the Academic City in the form of a purchase from one person: "Sistematica" from the company.

"It is very important that we have clear schemes of what vehicles and routes people should use to get to the Academic City. The conceptual idea is that for those who want to come to the Academic City by car, we should have a roundabout around the Academic City. the road, which should be the last line of transport. That is, people should be able to come there by car, and within the Academic City on foot or moving by bicycle, according to our project, will not be complicated."

After the project was approved at the government meeting, the "Fact Check Platform" studied the justifications and summary sheet of the government's decision, all possible open sources related to the document, but it was not possible to find out how much money the government allocates to purchase a service from an Italian company through a one-person procurement procedure.
The officials did not talk about it during the session either.
After October 17, the "Fact Verification Platform" twice sent a written request to the Ministry of Education, Science, Culture and Sports of the Republic of Armenia in order to verify the value of the contract. For the first time, KGMS informed that the contract has not been signed yet, and only after the second request, they announced the following:
"2024 of the Government of the Republic of Armenia within the framework of the decision N 1645-А of October 17, with the Italian company "Sistematika" on 29.11.2024, for the purpose of acquiring consulting services regarding the transport and mobility of the Academic City. The value of the signed contract was 296,000 euros, including taxes.
The details of the contract are not known, it was not published, but on October 17, at the government session, minister Zhanna Andreasyan presented what they expect as a result of the contract.
Obtain a transport and mobility master plan that will cover all activities that will include an analysis of all possible transport modes and formats and, in this sense, also a project strategy.
Receive flow study where all the data will be collected, also necessary databases will be created.
As a result of the study of flows, to have their analysis and simulations, in particular, the development of 4 different models is planned, and they will also provide an opportunity to properly plan further work.
Have the design or blueprint of the planned roads.
To carry out a preliminary technical-economic analysis of the railway, which will also allow to draw the necessary conclusions for the purpose of the implementation of the "Academic City" project.
The implementation period of this project is 8 months.
The design phase of the academic city is planned to be completed in 2025, and construction by 2030. Note that 700 hectares are planned for the construction of the city in the area adjacent to the 17th district of Yerevan.
It is planned to place 8 state universities and 8 private universities in the academic city. About 44,000 people will live in the academic city. It is planned to build a national stadium for 35,000 spectators. The academic city will be connected to Yerevan by railway.
The "Fact Checking Platform" also tried to find out how much money has been spent so far from the state budget for the implementation of the "Academic City" project.
KGSMN informed that in order to acquire architectural design services, the Higher Education and Science Committee of RA KGSMN signed an agreement on "Architectural Design Services" with the German company "GMP International GmbH Architects and Engineers" (GMP) and the National University of Architecture and Construction of Armenia. , according to which, for the acquisition of services, 2023 87 million 696 thousand drams were allocated in 2024, and in 2024 - 396 million 202.4 thousand drams.
At the same time, it was reported that in accordance with the RA government's decision N 585-A of April 21, 2023 "On creating the "Academic City" fund and approving the foundation's charter", 30 million drams were allocated for the maintenance costs of the "Academic City" fund in 2023, and In 2024: 117 million 320 thousand drams.
