"Fact" daily writes:
We are receiving information that there are significant problems related to the support programs given to Artsakh citizens. We turned to Metaxe Hakobyan, deputy of the Armenian National Assembly "Justice" faction, who confirmed that there are indeed serious problems.
Moreover, he mentioned that "no social program is being made for the people of Artsakh." It is also a lie, because as a result of verifications, I found out that, for example, most of the 30,000 recipients are paid by some donor organizations that are unable to pay on time, and people get into trouble," says the deputy.
Moreover, he adds that there is a certain section of people who for some unknown reasons are unable to receive this money for quite a long time. They tried to find out the reasons from the relevant authorities, but they also don't know what the reason is.
"For several months, urgent support should have been provided to those families where the income per person is less than 55,000. I know families who are in an extremely poor situation, moreover, there is no income at all, they submitted an application, but they are told that it is still being processed, or it has been approved, but they do not receive it," says Metaxe Hakobyan.
As for housing certificates, according to the deputy, according to official data, the number of those who received the certificate is growing rapidly, but the number of those who implement it is not growing in any way. "People apply, the certificate is approved very quickly, but after that the existing obstacles are mostly insurmountable, and there is no chance for people to get an apartment.
This program is for people who have above average means, you almost have to be rich to be able to use this support. I know families who managed to buy a building in a bad condition in a rural community, but were later denied credit because they were not considered trustworthy.
Artsakh residents are not reliable in banks in the sense that their daily income cannot be considered stable, that is, they are not sure that the Artsakh resident will be able to have the same income tomorrow," sums up Hakobyan.
