The Corruption Prevention Commission (CPC) rejected the initiation of proceedings against Nikol Pashinyan based on the application of Avetik Chalabyan, the coordinator of the "HayaVote" socio-political association, regarding the apparent violation of the rules of conduct. In his application, Chalabyan demanded to record the violations of the law "On Public Service" and the Code of Conduct of Officials by the current Prime Minister, which were based on Pashinyan's public statements and threatening expressions directed at opposition figures during the election campaign, as well as insulting statements made from the podium of the Parliament.
The commission, however, rejected the initiation of proceedings on the grounds that the prime minister was on vacation during the campaign, and the harsh rhetoric coming from public and parliamentary platforms falls within the broad limits of freedom of political speech. All this, however, is just one episode in the activities of Avetik Chalabyan and the "HayaVote" initiative coordinated by him.
It is worth reminding that Avetik Chalabyan and "HayaVote" association have regularly addressed various official applications, complaints and inquiries to various state structures and law enforcement system, related to the outstanding inactivity of state bodies, allowed arbitrariness and law violations by the authorities. With such steps, they tried to prevent systemic illegalities and force state bodies to act exclusively within their powers. the relevant state structures, instead of preventing and restraining the overt tyrannical aspirations and violations of the law displayed by the authorities, practically assumed the role of concealing them. This continuous struggle to achieve justice through legal means, to highlight the inaction of the state apparatus and to consistently raise the errors of the system, finally ended with the fact that Avetik Chalabyan was arrested already in the post-election phase. In fact, by isolating the politician who demanded the restoration of legality and exposed the illegalities, the system once again showed that the principles of the legal state have been replaced by the way of political reprisals and pressures, and the law enforcement and control structures continue to cover up all the slippages of the government system and the facts of repression.
