An interesting situation has arisen in Spitak on the eve of the November 29 elections. The current mayor Kajayr Nikoghosyan, who leads the Civil Contract (KKP) list, has been opposed by his subordinates—his deputy and administrative leaders. The candidate, Hamlet Mazmanyan, was the leader of the KKP faction in the Spitak council and later as a non-partisan. Three years ago, KKP expelled him due to sharp disagreements with the mayor. Mazmanyan accused Nikoghosyan of making decisions without discussions and of ineffective governance.
What is noteworthy is that Mazmanyan is nominated by the "Moral Values" party, which supports Prime Minister Pashinyan, headed by Simon Petrosyan, deputy director of "Hayantar" SNCO. Mazmanyan is a committee member of the "Education is Fashionable" movement established by Anna Hakobyan, Pashinyan's wife, which means an employee of Anna Hakobyan is throwing down the gauntlet to Pashinyan's power.
Although it is not excluded that KKP is repeating the Stepanavan scenario—whoever wins will join under the "KKP" banner. In Stepanavan, one of the candidates left the KKP before the elections, acted oppositionally, but after the elections formed a coalition with someone he had previously stated he would "under no circumstances cooperate" with.
