“Hraparak”: Armenia’s Most Expensive Family and Their Elite Pleasures

“Hraparak” writes: Yesterday, the parliament was discussing the 2027 budget allocation for the government and the prime minister. It is known that according to the 2026 state budget, the funding for the "Government Residential Estate" SNCO amounted to 621 million 340 thousand 100 drams. In 2023, this amount was smaller, about 542 million; in 2024, it was 603 million; and in 2026, it is 18 million more than in 2025, indicating that the state’s expenses on the prime minister and his family are steadily increasing.

It turns out that more than 1.7 million drams daily, or about 5 thousand dollars, are spent on the living expenses of those residing in the government dachas. These funds cover four high-ranking officials and their families — Nikol Pashinyan, Ararat Mirzoyan, Ruben Rubinyan, and Suren Papikyan. The amount includes money needed for protecting the Kondi mansions and surroundings, utility expenses, security, and technical maintenance. But it turns out that all of these families’ expenses are covered — from food, toilet paper, and household items to manicure expenses of the prime minister’s daughters.

We wrote before that there is a specific beauty salon used by the female members of Pashinyan’s family, and then money from the "Government Summerhouse" SNCO is transferred to this salon, which was later confirmed in writing by the government staff in response to our inquiry. They said that at the end of the month the prime minister transfers some money from his salary to the SNCO’s account, from which these payments are made, which is also a violation of the law. The state pays a very high salary to the prime minister and other officials so that they cover their own needs from their own pockets, rather than mixing state money with personal funds.

We tried to find out, for example, how much it costs to use the mentioned beauty salon’s services, where members of the prime minister’s family are served. We called the salon and learned that it offers the most expensive services by Yerevan standards — gel manicure starts at 13,000 drams, and pedicure with KART treatment starts at 20,000 drams. The services are provided in a VIP room, for which you need to call at least 2 days in advance to reserve a spot. When asked if they accept bank transfers, a salon employee replied:

“In that case, you must tell us in advance; our accountant will issue the invoice before your visit, the transfer will be made, and then we will serve you.” If the prime minister’s three daughters and his wife use these services 2-3 times a month, you can calculate how much the manicure and pedicure services for the female part of this family cost the public. The approximate calculation amounts to about one thousand dollars.
