Factual circumstances
From December 16, 2025, CP faction leader Hayk Konjoryan, NA Speaker Alen Simonyan, and NA staff leader Davit Arakelyan have demonstrated an apparent corrupt interest in the faction, applying consolidated sanctions against the "Zhoghovurd" daily newspaper, the ArmLur.am news website, and their journalists.
On December 16 of this year, journalists Sona Grigoryan and Knarik Manukyan, performing professional journalistic activities, approached Konjoryan and asked a question about the scandal of his private house, which he bought at a cheaper price than the market price, which was revealed by the investigation.
Konjoryan, instead of providing clarifications, being accountable and publicly proving that no corruption mechanism was implemented in the transactions of the purchase of a private house, immediately sent applications to the head of the NA staff, representative of the CP Party, Davit Arakelyan, demanding to deprive the journalists who asked him unwanted questions of their credentials and to ban them from entering the NA, arguing that there was no prior agreement with him and the journalists were not in the agreed place. Konjoryan is the most unreachable deputy to reach an agreement. he never answers phone calls, and the only place to see him is in the corridors of the National Assembly. By the way, the journalists, having previously taken verbal permission from the National Security Service (PSS) employees who monitor the order of the National Assembly, walked with Konjoryan to the door of his office, which was rudely closed in the face of the journalists. After that, in the same corridor, when Sona Grigoryan and Knarik Manukyan turned to the PPS employees, Vazgen and Mher, asking them to clarify how that section is considered non-degradable, the PPS employees said that it is non-degradable.
At that moment, Artur Hovhannisyan, the secretary of CP faction came out of room 241 and threatened several times in the presence of PSS employees: "You will be fired." However, the behavior of the deputies was not investigated in any platform, because there is no body in the parliament to turn to, instead Konjoryan initiated punitive actions and allegedly using his position, achieved sanctions. And in the case of journalist Knarik Manukyan, a double violation was allowed. • On December 18, a warning was issued for approaching Konjoryan without hearing an explanation. • On December 19, he was deprived of his credentials for the same act, violating the principle of "no double punishment". He is deprived of the right to enter the National Assembly for another year and his right to be heard is violated.
Violations of international law As a result of the activities of the above-mentioned officials, the international obligations assumed by the Republic of Armenia were grossly violated, in particular: • Article 10 of the ECHR, • Article 19 of the Criminal Code, • Principles of the OSCE Commissioner for Media Freedom. According to ECtHR case law, journalists are "public supervisors" and the sanctions applied are clearly disproportionate and punitive in nature. The process was carried out with the knowledge of the Speaker of the National Assembly, who personally went down to the cafeteria that day to understand the situation, but did not speak to journalists.
But the alleged involvement and interest of the NA Speaker is proof of the institutional nature of press freedom restriction. Banning journalists from entering the National Assembly for "undesirable" issues is a dangerous precedent and a manifestation of political retaliation against freedom of speech.
