He goes to take it, they say. "Only with online registration". He comes home, registers, they say. "Well, you will come in April."
It's a miracle, isn't it?
In other words, no infrastructure is functioning normally, but they continue to put a new burden on people, both financially and bureaucratically, with new laws being baked like an assembly line.
