Negotiations on the end of the war in Ukraine have reached an impasse because Kiev does not want to agree to the concession of territories that Russia is demanding, US President's Special Envoy Jared Kushner said. "Ukrainskaya Pravda".։
Speaking at the annual YES forum in Kyiv on September 12, Kushner said that Washington has already prepared the main part of the peace agreement, but its conclusion is being slowed by Ukraine's lack of agreement to terms on the territories.
"President Putin has indicated his line, that is, what he wants to achieve. If Ukraine agreed to withdraw to that line, then the rest of the agreement would be ready with us. But Ukraine does not want to do that now," Kushner said.
According to him, the task of the American mediators is to find a "creative solution" that will not contradict the position of Ukraine, but will allow to reach the end of the conflict and create conditions that will exclude its recurrence in the future.
Kushner also stated that the territorial issue should be resolved taking into account the situation on the front. According to him, one of the problems of the mediators is to find a solution that will allow the conflict to be cooled.
Speaking about the positions of Moscow and Kiev, Kushner stated that both sides are experiencing "great pain" and are determined to end the war. According to him, Russia is now announcing its readiness to discuss a possible way of settlement, and Ukrainian President Volodymyr Zelensky is also willing to end the conflict.
"We just need to find the right formula that will suit everyone," said the American representative.
At the same time, in his speech, Kushner almost did not address the question of Russia's responsibility for the beginning of the conflict, focusing on the prospects of the cessation of hostilities and subsequent economic development. He suggested greater attention to business interests and economic prosperity after the end of the war.
During Kushner's speech, an air raid signal was sounded in Kiev in connection with another Russian attack. Answering the question of whether he intends to regularly come to the capital of Ukraine to show support and contribute to the cessation of airstrikes, Kushner stated that he prefers to work remotely.
"We are not supporters of demonstrative diplomacy. We do what is necessary over the phone or via Zoom. I would like to come when peace is established," he said.
On September 6, US President Donald Trump's special representative Steve Wittkoff announced that the goal of the American delegation visiting Kiev and Moscow was to bring the positions of the parties closer together. On the same day, Zelensky announced the three stages of the negotiations, calling them substantive. According to him, possible parameters of ending the war and short-term support to Ukraine were discussed.
Earlier, Kushner stated that the end of the war in Ukraine is not guaranteed until winter, but the American side is working to create the conditions to achieve that goal.
