These days, there is intense discussion about who will no longer be a minister, who will become the owner of a "coveted" ministerial seat, who will take the parliamentary mandate, who will be "out of the game" and so on. In the previous issue, we presented the details of the first session of the newly convened Parliament.
And how and in what terms will the government be formed? First of all, let's note that, according to the RA Constitution, the President of the Republic immediately appoints the candidate nominated by the parliamentary majority formed in accordance with Article 89 of the Constitution as Prime Minister after the term of office of the newly elected National Assembly begins.
This means that a prime minister will be appointed on August 3. It is true that the Constitution stipulates that the government is formed within fifteen days after the appointment of the Prime Minister, but we believe that this process will last 2-3 days at most.
"After his appointment, the Prime Minister proposes to the President of the Republic the candidates for Deputy Prime Ministers and Ministers within five days. The President of the Republic either appoints the Deputy Prime Ministers and Ministers within a three-day period, or applies to the Constitutional Court," it is written in the Constitution.
Taking into account the previous experience that the current president signs the relevant decrees within minutes of receiving a proposal from the prime minister, it should be assumed that the government will be formed by August 8 at the latest. According to the Constitution, within twenty days after the formation of the government, the Prime Minister presents the Government's program to the National Assembly.
The National Assembly approves the government's plan within a seven-day period with the majority of votes of the total number of deputies. It is difficult to say when the government's plan will be presented, whether they will wait until the twenty-day period.
If so, then it will turn out that discussions of the government program will take place in the last week of August.
