Kaya Callas, the head of the EU's foreign policy service, did not rule out that the world order based on rules has always been an illusion, and in fact the right of the strong has been working.

"There is such a point of view, there is such an opinion that the world order based on rules is an illusion. The law of the jungle has always worked: whoever has the power, he takes everything he wants.
