The Ministry of Justice proposes to implement a change in the rates of a number of services provided by the CCA. Here are some of them. The amendments to the Law "On State Duty" envisage increasing the term of divorce registration in exchange for an additional fee to reduce the duty set for the service, with the aim of promoting family preservation. According to the regulations of the Law "On Registration of Civil Residence Acts", a person who has reached the age of 18 has the right to change the name, which includes the first name, last name, patronymic.
Registration of name change is allowed without any justification. Under the current regulation, there are many cases when a person submits a double application to change his data, returning to the previous data after a short time, or submits a name change application, changing only one letter in his data. It is proposed to increase the tax rate for name change.
The documents to be submitted for the act registration of civil residence regarding foreign citizens are more numerous and diverse and, from the point of view of study, laborious. For example, the amount of work and the time allocated for the state registration of marriage for RA citizens is significantly inferior to the amount of work and the time allocated for marriage registration for citizens of a foreign country, therefore, it is advisable to set a state fee for marriage registration of foreign citizens, including if only one of the parties getting married is an RA citizen.
Based on the same circumstance, it is expedient to set the amount of the basic fee for recognition of paternity (motherhood) for foreign citizens in the amount of thirty times the basic fee, as well as for the act registration of the adoption of a child by foreign citizens to set the state fee in the amount of two hundred times the basic fee.
On the other hand, in the cases of involvement of foreign citizens in areas of strategic importance for the state, state taxes will also be increased.
The function of making changes in the act registration of civil residence is mainly used in case of inconsistency between the applicant's registration and the identity document, in order to match the personal data of the person in the act registration of civil residence with his identity document. Meanwhile, as a result of making corrections and additions to the act registration of civil residence, the need to change the identity document often arises. In this case, the person will have the option to match his/her data in the civil residence act registration with the identity document (through the function of making changes), for which a state tax will be imposed in the amount of three times the base tax.
In the other case, the person will have the opportunity to correct or add to the deed registration made on the basis of the documents submitted by him, if necessary, changing his identity document in accordance with the correction made. The state tax for the specified service is five times the base tax.
