The government plans to make changes to the eligibility criteria for military service


The government plans to clarify the degree of suitability of a citizen or a soldier for military service.  The project was published on the platform of e-draft legal acts.

The main goal of the project is to specify the list of diseases and pathological conditions in which citizens can receive a deferment, to reduce the number of citizens receiving deferments for the purpose of treatment, promoting the treatment process, to clarify the conditions contraindicated during service in military units, taking into account the degree of the disease.

The limitations and uncertainties of the current list of diseases lead to cases where people with the same pathological condition are again deferred without receiving treatment.

On the other hand, the health status of persons recognized as fit for service with restrictions often does not correspond to the restrictions presented in the list of contraindications.

According to the project, the procedures and criteria for studying the health status of conscripts are specified, new pathological conditions are included, in which case it is possible to serve with certain restrictions, the list of physical exercises and conditions contraindicated during military service is updated.

Adoption of the project does not cause additional costs for the state budget, as the changes are planned to be implemented within the framework of current budget funds.

As a result of the adoption of the project, the number of deferrals will decrease, the efficiency of fitness assessment for military service will increase, and the fairness of the conscription system will be improved by making decisions in accordance with the health status of each citizen.

The project is not directly related to the strategic documents, but contributes to the reforms of the defense system and increasing the operational capabilities of the armed forces.

If the project is adopted, the RA Armed Forces will have more accurate and modernized mechanisms for assessing the suitability and contraindications for military service.
