As it is known, from January 1 of this year it became mandatory to conclude labor contracts electronically. However, realizing that once again the "reforms" were defeated, or, as they say, "thrown at the feet", the government quickly initiated changes in the relevant law and postponed the deadline until 2027. January 1 The point is that, as the Minister of Labor and Social Security admitted the other day, about 200,000 people do not have identification cards today, and there are serious problems in the process of obtaining them, long queues have formed.
Moreover, Arsen Torosyan also emphasized that "since we are introducing a system of new identification cards and new passports, which should be launched later this year, here again a problem arises between the balance of ID cards issued at the moment and those to be issued in the future."
In short, another chaos. But this is not the only reason. After the adoption of the law, other problems have arisen, and other amendments have been proposed to correct them. In particular, according to the new regulation, labor contracts with foreigners are signed in paper form, provided that they enter the contract signed into the digital system for signing labor contracts within three months after receiving a document confirming legal residence in RA.
The other one refers to the fact that the employment contract with a person outside the Republic of Armenia (who will not actually be in the Republic of Armenia) will be signed in paper form (including by mail or through a connection that provides electronic communication), taking into account that persons not located in the Republic of Armenia cannot receive an electronic digital signature. This is a significant change, as there were problems with both attendance and residency certificates, as the latter must be notarized, which cannot be done electronically.
