The real picture, according to official statistics, according to the official data of the Statistical Committee of Armenia: • 2025. in the first semester, the average pension was about 49,032 drams, which is about 12,000 drams less than the 61,000 drams promised in the CP program (Armstat, 2025 social statistics).
• Minimum pension in 2025. as of now, it is set at 36,000 drams, that is, it has not yet reached the threshold of 37,000 drams promised by the program (Ministry of Labor and Social Affairs / Iravaban.net). Thus, almost 5 years after the adoption of the pre-election program: • the average pension is about 20% lower than the program goal,
• the minimum pension has not even reached the promised minimum threshold. At the same time, in 2025, the opposition's proposal was rejected in the National Assembly, which planned to establish by law the link of pensions to the value of food and consumer baskets, which the opposition justified by the obligations assumed by the CP program.
Thus, the CP presented specific numerical promises regarding pensions in its pre-election program, but official statistics show that as of 2025, these promises have not been fully fulfilled. Although the authorities point to economic restrictions and other social mechanisms (cashless returns, premiums), the promised main indicators have not become reality, which leaves the pension policy in the center of political and public criticism.
