It became known to "Hraparak" that Gevorg Mkrtchyan, one of the leaders of the red berets who beat Ashot Simonyan, deputy of the National Assembly "Hayastan" faction, with about 60 people, has been reinstated.
Let's remind that an internal security and anti-corruption department of the Ministry of Internal Affairs appointed an official investigation regarding the incident between the National Assembly deputy and the police on May 27 in the capital's Republic Street, as a result of which Gevorg Mkrtchyan's powers were terminated.
The case of group beating of the deputy was so loud, such a noise was raised that the police had to suspend his powers, showing that the authority and honor of the Ministry of Internal Affairs is high, and such cases are reprehensible and not encouraged by superiors.
However, that termination, it turns out, lasted only one month, Gevorg Mkrtchyan was reinstated to the same position a month later and continues to serve.
We wrote that Mkrtchyan is a company commander in the Red Berets battalion. His powers have been suspended several times in the past due to incidents of torture. And in one case, after the internal security and anti-corruption department of the Ministry of Internal Affairs, the rank was lowered.
In a normal country, such an officer would be removed from the system, but here, in fact, torturing protesters and opposition is encouraged at the highest level.
In response to our inquiry, the Ministry of Internal Affairs confirmed the news of "Hraparak", stating in an explanation that Gevorg Mkrtchyan's powers were temporarily suspended so that he, being in that position, would not obstruct the investigation. The official investigation initiated against Mkrtchyan was allegedly suspended, as criminal proceedings were initiated in the investigative department.
"According to Article 43, Part 9 of the Law of the Republic of Armenia "On Service in the Police", the powers of a police officer may be temporarily suspended during the period of official investigation, if there are sufficient grounds to assume that he will obstruct the official investigation by remaining in office.
