"Fact" daily writes:
The Ministry of Education, Science, Culture and Sports proposes to make an amendment to the Law "On Language". By order No. 164 of October 25, 1995 of the head of the State Language Inspectorate under the government, the composition and charter of the Supreme Council of Armenian was approved, according to which the Supreme Council of Armenian developed and defined the wording, terminology, term construction, transliteration, spelling, and punctuation of modern Armenian. principles of regulation, discusses and resolves controversial linguistic issues, makes a choice between dual applications, makes a decision. In 2007, by order of the Minister of Education and Science, the Supreme Council of the Armenian Language was renamed the Terminology Council of the Armenian Language and continued to perform the functions of the Supreme Council of the Armenian Language. In 2006, based on the works of the Supreme Council of the Armenian Language, the collection "Terminological and Spelling Directory 1956-2006" was published, which includes forms regulated on the basis of the council's decisions. They have the significance of linguistically normalizing the terminology, spelling and punctuation of the Armenian language and are now presented in the linguistic clarifications of the Language Committee in a consultative manner. The decisions of the Supreme Armenian Council did not have binding force. After the publication of the directory, no decisions of the Terminology Council were made. In recent years, the Language Committee has mainly come up with clarifications related to individual linguistic cases with the aim of orienting the public in the issue of various language uses. According to Article 6 of the "Language" Law, the powers of the Language Committee include the authority to regulate the Armenian language and ensure its full use in all spheres of public life, for the purpose of which the committee developed the project "The procedure for the regulation of concepts and special names translated and borrowed in the circulation of state documents". The different use of the same concept and special name, translated and borrowed in different documents and state and public communications, practically gives rise to misinterpretations. The development of the project is due to the need to resolve the confusion caused by the various uses of translated and borrowed concepts and special names in state and public communications. With the adoption of the project, it is planned to add an authorizing norm to the "Language" law, which will enable not only to fully implement the authority provided by the law, but also to initiate the adoption of the project "The procedure for regulating the use of translated and borrowed concepts and special names in the state document circulation". As a result, the Language Committee will have the opportunity to exercise the powers provided by the "Language" law.
