In particular, according to the publications, Deputy Chief of Staff of the RA Prime Minister Taron Chakhoyan made alleged insulting remarks on his Facebook page ("Trekhet", "Cells", "Political Symbat Fleeing Political Symbol").
The Commission has studied publications in the context of the Code, according to which the person holding a public office is obliged to comment on the activities of his workplace or other public authority. According to the same point, the public office must refrain from using social media, which can damage, humiliate or otherwise defamate the public service. The commission said that T. Chakhoyan means the word "Tovaroved" used by Vardan Ghukasyan, which also met with such incorrect use in the publication of the media.
Taking into account this, the publications were made during the pre-election campaign of the Gyumri community council and its ideological approaches, and the critical speech to the candidates during the election campaign was used by the broader protection, the commission found that T. Chakhoyan's posts did not cross the legacy. Accordingly, the record was not personal insults, but a critical word based on a certain factual basis.
