"The alleged pulverization and non-targeted expenses of millions of state orders that came down from the Ministry of Internal Affairs, which were revealed by the PPS, should have been discovered by these two superior structures, while they remained silent or showed criminal indifference," says Anush Poghosyan.

With its intervention, the Government was informed about the problem, the Ministry of Health assured that the problem has been solved. Shortly after that, the director of Artashat Medical Center was fired.
"The reason for the release was the debts and the inspections carried out by the State Security Service, as a result of which, according to the still unconfirmed news, more than 1 billion was found in abuses, and it is said that the director, who was released based on his application, is immersed in the history of this money. and his deputies. There is also talk about material abuses and misappropriations related to fuel, but there is no official report," said Poghosyan.
According to the human rights defender, the director of the Medical Center of Artashat received a salary of up to 1 and a half million drams, which is a very high number for a regional medical institution. He noted that the director does not assign that salary to himself personally, because the hospital operates under the jurisdiction of the governor's office, with fees approved by the governor's office, so the timetable and estimates are approved exclusively with the knowledge of the governor, by the relevant committee.
The head of the health department of the governor's office and the head of the financial department share the responsibility with the governor.
"It turns out that these documents have been approved by the governor's office for years, therefore the governor should have been informed about such financial debts, unjustified expense accumulations and serious financial problems, the institution cannot have such expense items.
In the case of the provincial hospital with the accumulation of debts of 500-600 million, yes, it can become fatal, but it should be noted that the link that delivers this information to the government has carefully hidden the revelations about abuses and it is not known for what interest.
