How would՞The compensation system will work
The new regulation defines that the operators are obliged to provide compensation in the following cases:
- In case of long interrupts.If the duration of the service interrupts during the calculation period is 24 hours.
- In case of non-quality service. If the operator in case of the subscriber's application as a result of the quality of services, the service provided did not correspond to the terms provided by the contract
The amount of compensation. The operator does not charge a service fee for at least for the ministry of the service or the quality fall. And if the fee was charged in advance, it is compensated for the amount calculated for the specified period of time.
Application procedure:. The subscriber must submit an application before the expiry date for the payment or before the 15th month following the settlement period. The application must contain well-known information on the service provided for the contract.
New Internet speed standards
The project defines clear requirements for the Internet speed.
In case of attached connection,
- Minimum speed- At least 20% of the maximum (advertised) speed, but not less than 2 Mbps.
- Usually accessible speed- At least 70% of the maximum (advertised) speed during each day, but not less than 2 Mbps.
In case of mobile communication,
- Operators need to set data flow download and upload minimum and maximum (advertised) speeds by network technology.
Improving transparency
The operators are obliged to provide detailed information on the new order.
- On the terms of connection or activation (reactivation) (not exceeding 10 working days).
- On the terms of response to the complaints (not exceeding 15 working days).
- In case of interruption of the service, on the procedure of restoration terms and compensation;
Statistics and accountability
The decision draft obliges operators to register network failures or malfunctions, recording each failure.
Operators are obliged to maintain this data for a period of 1 year to submit to the PSRC request.
When will the new order work?
According to the project, the operators must comply with their contracts until July 1, 2026.
The decision will take effect on the day following its official publication, but the main provisions will be operational on July 1, 2026.
How would՞will look at new setup on consumers
Consumers will be able to:
- Require compensation for poor quality service.
- Get clear information about their real internet speed.
- To check whether the speed is accompanied by the minimum speed defined by the contract.
The project is aimed at compliance with the comprehensive and enhanced partnership agreement with the European Union (CEP / CEPA), in particular, "Options for Transparency of Open Internet Access Transparency".
