Reforms have been implemented in the state support program for housing for families forcibly displaced from Nagorno-Karabakh. The RA Ministry of Labor and Social Affairs has released a statement on this.
“Taking into account the recent discussions with compatriots of Nagorno-Karabakh and the suggestions and observations submitted by them, reforms have been implemented in the state support program for housing for families forcibly displaced from Nagorno-Karabakh, making final changes to the main conditions, in particular, the amount of support provided per person and the separate lists of settlements with higher support.
Accordingly,
a new list of settlements with a limit of 4 million drams has been established, which includes 443 settlements in 39 communities, instead of the previous 148 (Resolution 710 L of the Government of the Republic of Armenia of May 16, 2024, Appendix 3), the limit applied to the residential area of the acquired real estate is reduced by 3 square meters for each family member and is set at 9 square meters. If the beneficiary family chooses the individual residential house construction component of the program, then the area limit does not apply to the land intended for the construction of an individual residential house included in the value of the certificate being sold. In this case, the support is set at up to 4 million drams instead of 3, the ownership right to an apartment being purchased, the right to purchase an apartment in a building under construction, an individual residential house, an individual residential house under construction, and the land plot intended for its construction is registered in the names of all adult members of the beneficiary family, i.e., registering minors is no longer mandatory, those with a mortgage loan repayment support component issued after May 16, 2024, but up to and including December 31, 2024, can also benefit from the current mortgage loan repayment support component,and in this case, the support for each family member is 3 million drams, families with any other composition can benefit from the 1st phase of the program, which, in addition to the certificate provided for by the program, will make an additional payment of at least 30 percent of the value of the real estate or will receive an additional mortgage loan under any component of the program, the 2nd (for families with 2 children) and 3rd phases of the program (for families with 1 child) will start on July 1, 2025 and 2026, respectively, instead of January 1, 2026 and 2027, if the child was born after the certificate was received or realized, then the support for that child can be directed to the repayment of the remaining principal amount of the additional mortgage loan provided to the beneficiary within the framework of the program, and in its absence, it is realized as a positive balance.
