The Russian government revised the amendments to the Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Tax Code prepared by the Ministry of Finance, which tighten the economic conditions of migrant workers from visa-free countries. The documents were developed on the instructions of Vladimir Putin and may enter into force in 2027, Kommersant reports.
The amendments expand the range of foreigners liable to pay a fixed advance payment of personal income tax for a license. The list will include migrants temporarily and permanently residing in the Russian Federation, who work for individuals for personal and household needs. If the licensee has minor children or other dependents, an additional 50% of the payment will be required for each. After turning 18, such children will be required to obtain a permit or leave the country if there are no other grounds for residence.
The basic monthly charge is Rs 1,200 multiplied by the factors. In Moscow, the amount reaches 10,000 rubles per month, which varies from 3,400 to 27,300 rubles, depending on the region.
The bill provides for the expansion of data sharing between the Department of the Interior and the Federal Tax Service.
