Representative for International Legal Affairsthe officewelcomes the judgment of the International Court of Justice of November 12, 2024, in which the Court completely rejected the preliminary objections submitted by Azerbaijan in the case of Armenia v. Azerbaijan, submitted under the Convention on the Elimination of All Forms of Discrimination. The Office of the Representative for International Legal Affairs issued a statement about this.
"The court specifically found that the conditions stipulated by Article 22 of the Convention were observed. In particular, Armenia negotiated in good faith, the convention was applicable to the negotiated issues, and at the time of Armenia's complaint, on September 16, 2021, the negotiations failed.
The court also completely rejected Azerbaijan's preliminary objections regarding the court's subject matter jurisdiction (ratione materiae). In particular, the court noted that Armenia's demands, which refer to the murders, tortures and inhumane treatment of ethnic Armenians by Azerbaijan, as well as the arrests and forced disappearances, stem from the convention," the statement said.
