Due to the need to modernize the order of quality control of execution of state orders for military needs and to clarify the powers of the military industry committee of the RA Ministry of High-tech Industry, the executive has adopted a decision.
Accordingly, it is proposed to define the quality control body, its rights and responsibilities in relation to the entire process of development of military goods carried out within the framework of the contracts signed by the RA Ministry of High-tech Industry. The planned regulations are aimed at ensuring the transparency of quality control processes of military goods and property in organizations engaged in military-industrial activities, the possible increase in the control of production technological processes, as well as the effective control of scientific research and experimental construction works carried out in the field of military industry.
In another decision, it is envisaged that in the case of engaging in certain types of activities of military significance (RN), less conditions will be set, which derives from the principle of proportionality of administrative law and allows distinguishing between high and low risk activities. It is planned to simplify the procedure for the applicant with an existing license to engage in a new type of activity, to increase it, taking into account the fact of meeting the conditions set during the procedure for obtaining the license and having positive conclusions. This is aimed at reducing the administrative burden, ensuring rapid response to technological development, and improving the business environment.
