According to "Zhoghovurd" daily newspaper and sources close to the government, after the successful adoption of the 2026 state budget draft in the National Assembly, the government is preparing to start the development of the 2026 pre-election program.
The point is that the entire government system, including various departments, is busy preparing pre-election programs these days. It is mandated that each department should present a "super plan" for its sector for the year 2026.
On November 22, a general meeting is planned in the government, during which leaders of different sectors should present their ideas, who has what flight of mind, what they should promise to the public in order to gather votes.
The process of developing the pre-election program is coordinated by Prime Minister Nikol Pashinyan himself, who recently appointed Araik Harutyunyan, the head of the government staff, whom he trusts the most in the team, as the head of the pre-election rush of the CP.
