The head of the “Armenia is Me” initiative, Nairi Sargsyan, noted on his Facebook page that the government manipulated by announcing that transactions up to 300,000 drams are not subject to declaration, deliberately creating the impression among people that these transactions will not be taxed.

“The declared amount will not be taxed only if you have donation or loan agreements.

In all other cases, if there is an unfounded bank transfer, be it 20,000, 150,000 or 500,000 drams, it is subject to taxation.”

We asked economist Suren Parsyan which transfers the State Revenue Committee will consider as donations and whether they are subject to taxation.

“If it is transferred in a non-cash manner, and it is written that the transfer is for personal purposes, for example, for a service, for a product, etc., if it is not written, then it already falls under the category of an ordinary donation.”

Note that in 2025, all registered employees must submit an income declaration for 2024.
