The second stage of the universal declaration of incomes, which the authorities have long dreamed of, begins. Starting this year, hundreds and thousands of citizens will be obliged by law to submit a declaration on their incomes. We are talking about all working citizens, whether in the public or private sector.
About 780,000 such citizens will be required to submit a declaration. This does not include all those who received their income abroad. In particular, those going to work abroad. They are also obliged to submit a declaration on their incomes and pay taxes. It does not matter that those earnings were earned abroad.
If they don't submit it, the taxman has his own levers, he will find out and demand payment of taxes. Let's remember that the authorities made such an attempt last year, but they were afraid to go all the way, and gave up halfway. We will soon see what will happen this time.
Be that as it may, the requirement of the law adopted by the CP administration is to declare the incomes. It does not matter how they were obtained. If they were not registered abroad and did not pay taxes, they will have to give 20 percent of their income to the government. They were registered, but paid less than 20 percent income tax, they will have to pay the difference. Thousands of citizens left their homes for months, went to work abroad to support their families, the government says: you have to pay me income tax on what you earn. Taxes will be paid in Armenia for the income earned abroad, so that the authorities can allow themselves more luxuries.
Several thousand more organizations will be among those declaring their incomes. In general, it will be about 850-900 thousand declarants. Last year, when the number of declarers could not be compared with this year, they managed to "successfully" fail the process.
It was planned that the declarations should be submitted by May 1. But since many could not present, they postponed it until July 22. Even after that, it was not known how many were presented and how many were not.
Until now, many citizens have not been able to submit declarations for various reasons. This year, when the number of declarants is many times greater, it is difficult to even imagine what is expected.
It is obvious that both the system and the citizens are not ready for it.
Many people are not only not ready to submit a declaration, they don't have technical capabilities, skills, they don't know how to use a computer, they don't know what to do for it, they are also not aware that they have to submit a declaration, they are not informed.
But all the same, it does not release them from responsibility. Submitting a statement will become a real headache for many. Even high-ranking state officials who have been submitting declarations for years are still unable to cope with it. Witness the many flaws that appear in their declarations.
Now imagine how grandparents working as cleaners or guards in one of the remote villages have to submit an electronic declaration.
And why only grandparents working in remote villages? Submitting a declaration will become a problem for many citizens. They must have an identification card, enter the electronic system of the tax office, generate their report, check the accuracy, add the unregistered incomes, calculate the taxes due to them, and then sign electronically.
In order to sign, you need technical capabilities, which many people naturally do not have. This is still only the technical part of submitting a declaration, the more serious headache will begin after they go through the verification of the authenticity of the declarations and submit a demand to pay taxes for undeclared income. they announced that the universal income declaration has no purpose of taxation, it is not done to tax the citizens, as usual, they lied.
They put a soft pillow under people's heads. Today they already admit that the main and primary purpose of the universal declaration of incomes is the taxation of citizens' incomes. That is why they have started to reserve new tax levers. The citizen will be treated like a taxpayer.
Recently, at the government session, secretly from the once "proud" citizens of Armenia, they approved a legislative initiative presented by the State Revenue Committee, which gives the tax authority new powers to control citizens' incomes and impose tax obligations.
Within the framework of the universal declaration of income, the citizen will become the subject of the so-called thematic study of the tax authorities.
The goal is to implement tax control and income taxation. Individually everyone will be put under strict tax administration.
They are not satisfied with subjecting taxpayers to tax terror, they will also subject citizens to terror. They will make the income declaration a tool to punish the opponents and opponents of this nation-destructive policy implemented by them.
