According to the justification, the implementation of measures aimed at cleaning the riverbeds after the floods was assessed as urgent and urgent, taking into account also the meteorological forecasts regarding the heavy rainfall and below-normal temperatures to be expected in the months of autumn, winter and spring, which will inevitably lead to new floods and greater damages. "On July 27, as a result of heavy rains, the Aghstev river flooded the 150 m long and 1 m wide embankment adjacent to the M-4 interstate highway in the Haghartsin settlement of the Tavush region continued development will result in a landslide body activation, as a result of which the river bed will be closed, flowing water will fill the areas of the adjacent buildings and the school, damaging the M-4 highway.
In order to avoid the described situation, it is necessary to carry out the following emergency anti-flood preventive measures in the mentioned area: to clean the soil mass that was torn from the landslide body and changed the river bed, which will widen the river bed and return the river to its previous bed. It will also contribute to increasing the capacity of the river, which will reduce the risks caused by flooding in that area. 150 million drams will be allocated to Lori marz and 70 million drams to Tavush marz."
