The Prosecutor General of the Republic of Armenia, Anna Vardapetyan, made a working visit to the Sisian community of Syunik region on October 31, 2026, according to reports from the Prosecutor's Office.
Accompanied by Masis Poghosyan, Prosecutor of Syunik region, and Hovsep Arakelyan, head of Sisian community, Anna Vardapetyan visited the parks "May 28", "Hydro Engineers", and Karen Demirchyan ("Yerevanyan") in Sisian community. She familiarized herself with the works carried out and ongoing to protect communal interests over the territories of these parks.
In the "May 28" park, Syunik region Prosecutor Masis Poghosyan informed the Prosecutor General that based on violations revealed through the Prosecutor's Office's investigation within its authority to protect state (communal) interests, 13 land plots with a total area of 6411.48 square meters located in the park territory have already been returned to community possession upon the prosecutor's petition. Efforts to return 5 more land plots to the community continue.
During the visit, Anna Vardapetyan also went to the "Hydro Engineers" park, which has been fully returned to Sisian community due to prosecutorial influence. Specifically, the Syunik Prosecutor's Office found that the entire park area of 10,000 square meters was leased for 50 years to a natural person on September 16, 2003. Based on the prosecutor's petition, and as a result of measures taken by the competent authorities of the community administration, on September 30, 2026, the cadastral committee terminated the lease rights of the citizen to the park. The entire park, valued close to 30 million AMD by cadastral market value, was returned to Sisian community.
Subsequently, Anna Vardapetyan visited the Karen Demirchyan ("Yerevanyan") park, where work is underway to return the land plots within its territory to the community.
The Prosecutor General praised the conduct of those citizens who have long-term leased park territories and voluntarily terminate lease agreements to return the parks to community possession, thereby enabling the community to improve and green these parks as soon as possible. "In these situations, the prosecutor’s office takes a collaborative and constructive approach to resolve the issue through non-judicial procedures. The "Hydro Engineers" park is a result of such non-judicial cooperation, and we cannot but appreciate the behavior of the natural person and emphasize that citizens need to realize that by terminating leases or agreements often concluded in violation of law, the entire community benefits, because the residents of that community and the children growing up there have parks, gardens, and playgrounds improved according to their needs through joint community-government investment," Anna Vardapetyan stressed.
The Prosecutor General instructed the regional prosecutor to take measures to fully return the two parks to the possession of the Sisian community in Syunik region and to dismantle illegal structures found there, setting deadlines for completion.
