Back in point 8 of the tripartite document of November 9, it was specifically mentioned about the exchange of prisoners and hostages.
And, despite the fact that the Armenian side handed over all Azerbaijani prisoners, including those Azerbaijani saboteurs who killed people, the Azerbaijani side either does not hand over the prisoners, or makes these people the subject of political trade.
It is also a completely different matter that many prisoners are subjected to direct torture and torture in Baku. Azerbaijan simply does not care about international humanitarian law and the laws of war.
Moreover, in the name of justice, judicial shows are being organized in Azerbaijan in order to sentence Armenian prisoners, including the military-political leadership of Artsakh, to prison on false, trumped-up charges. And how is it that Azerbaijan acts in such a reckless way?
Perhaps the reason is that there is no international pressure on that country. Calls made by various international organizations and officials are not followed by specific actions.
It seemed that Azerbaijan would take some steps to release the prisoners before or during the COP29 climate conference, but it did not happen. On the other hand, against the backdrop of the conference, the moment was more than opportune to raise the issue of prisoners and to put international pressure on Azerbaijan.
It is customary in our country to always talk about international actors that they do not make enough efforts in this direction, but it is even more clear that in order for international actors to take steps or move, the RA authorities should first of all actively work in this direction.
But the RA leadership does not publicly raise the issue of prisoners. Moreover, they even avoid discussing the topic internally.
For example, the NA opposition factions presented the draft of the NA statement "Regarding the Armenian prisoners of war held in Azerbaijan", which called on the international community to use its influence and demand that Azerbaijan immediately release the military-political leadership of Artsakh and all other Armenian prisoners who are illegally held in Baku.
And what did the representatives of the ruling power do, it is true, they did not participate in the vote, and as a result the project was not accepted. Several conclusions can be drawn from what happened.
Either the authorities are so scared that they don't want to suddenly "narrow" Baku, or they are rendering another service to Azerbaijan so that the leadership of that country pats their head and threatens only the opposition "revanchists".
The other problem is that, no matter how much the RA authorities show that they are concerned about the fate of the prisoners, they are not really interested in having the prisoners handed over to Azerbaijan, because after the representatives of the military-political leadership of Artsakh come to Armenia, they can raise questions and even start a movement related to the fate of Artsakh. .
And the authorities are naturally concerned about such a perspective. Moreover, Nikol is simply terrified of Ruben Vardanyan's political presence and political shadow."
