The government has made amendments and additions to the program and procedure for state support for housing for families forcibly displaced from Nagorno-Karabakh.
According to the justification, from June 15, 2024, the process of issuing certificates for the right to purchase an apartment or an apartment in a building under construction or for the acquisition of an individual residential house has started, from July 15, the process of issuing certificates for the construction of an individual residential house has started, and the process of issuing certificates for the repayment of an existing mortgage loan has started from August 1.
The amendments regulate and clarify the problems that have arisen in legal practice, as well as revise the conditions of the program that hinder the effective implementation of the certificates.
In particular, it is clarified that the presence of data on spouses and their minor children registered in the application-statement is mandatory, and other members at their own discretion, except for cases when the spouse or child has not been registered as forcibly displaced by the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia or is a beneficiary of a support program.
The limit applied to the living area of the acquired real estate is reduced by 3 square meters for each family member, setting 9 square meters.
It is also established that the ownership right to the acquired apartment or the right to purchase an apartment in a building under construction or to an individual residential house or an individual residential house under construction and the land plot intended for its construction is registered in the names of all adult members of the beneficiary family.
The decision establishes that if the mortgage loan was provided after May 16, 2024, then the support for each family member is 3 million drams.
It is established thatthat if the beneficiary family chooses the individual residential house construction component of the program, then the area limit for the land intended for the construction of an individual residential house included in the value of the certificate being sold is not applied, the support is set at up to 4 million drams instead of 3.
