Prime Minister Nikol Pashinyan wrote on his Facebook page:
"1. Western Azerbaijan is Kazakh, Tovuz, Gedabay, Kelbajar, Kubatlu, and Zangelan. There is no West Azerbaijan outside of this, and there can be no West Azerbaijan we considered Western Azerbaijan.
2. Western Armenia is Armavir, Talin, Maralik. there is no and cannot be Western Armenia outside of this.
3. Eastern Armenia is Ijevan, Berd, Chambarak, Vardenis, Jermuk, Goris, Kapan, Nerkin Hand, Narnadzor. there is no and cannot be Eastern Armenia outside of this.
4. Azerbaijan insists that Armenia discuss the issue of refugees' rights under the slogan of "Western Azerbaijan".
When Azerbaijan uses the phrase "the issue of the return of refugees from Western Azerbaijan", due to this wording, it itself closes any possibility of discussion, because it makes it obvious that the issue of refugees is trying to use the issue of refugees to question the territorial integrity of the Republic of Armenia, a subject of international law, a sovereign state, from Armenia. in order to formulate territorial claims, Azerbaijan should first give up the talk of "Western Azerbaijan" and such.
5. By questioning RA's right to have a defense capable army in the context of the circumstances mentioned in the previous point, official Baku is trying to get an opportunity to carry out unhindered aggression against the Republic of Armenia.
6. The proposal of the Republic of Armenia to establish long-term stability and peace in the region is clear.
a) mutually refrain from escalating conversations,
b) Continue the border demarcation process based on the border demarcation experience carried out in the Berkaber-Voskepar sector and the regulations of the joint work of the border demarcation commissions of the two countries.
c) conclude a Peace Treaty that is 90 percent ready,
d) implement the "Crossroads of Peace" project, also solving the issue of Azerbaijan-Azerbaijan communication through the territory of the Republic of Armenia and the issue of Armenia-Armenia communication through the territory of the Republic of Azerbaijan, according to the proposals presented by Armenia to Azerbaijan as a result of the meeting held in Kazan,
e) to introduce a joint mechanism for investigating violations of the ceasefire regime,
f) to completely solve the problem of detained persons,
g) work with full intensity on solving the problem of clarifying the fate of persons whose location is considered unknown,
h) to waive claims against each other, including but not limited to international courts,
i) work on the full and effective implementation of the provisions of the Peace Agreement,
j) to form a mechanism for negotiations on mutual control of weapons, quotas, restrictions on use,
i) to discuss issues related to refugees from both countries as a whole, forming a joint professional, expert committee after peace is established,
l) dissolve the OSCE Minsk Group.
