"Although it is mentioned that the citizens of Artsakh receive Armenian citizenship in a simplified manner, it is not so simplified. If an Indian wants to get Armenian citizenship, he goes through the same process as an Artsakh citizen," Davit Galstyan, head of the "Justice" faction of the Artsakh Republic NA, said at the NA discussion on the issues of "acquiring RA citizenship of those forcibly displaced from Nagorno-Karabakh".
He mentioned that unlike the RA authorities, the people of Artsakh think that they are full-fledged citizens of the RA, but artificial bureaucratic obstacles are created by the government of the day. "When, for example, in 2004, we were able to get a passport within 3-5 days by changing the registration, why do people have to wait 45 days or even more when changing the registration, there were people who were able to get the passport on the 105th day. D. Galstyan said. Deputy Minister of Internal Affairs Armen Ghazaryan, who was present at the discussion, said:
"If a person wants to get a passport with code 070 again, it will take 5 working days. If he wants to get not a refugee certificate, but a RA citizen's passport, he has to go through the process of granting citizenship. I myself know cases when it took longer than the specified 2 months due to workload and several other technical reasons. We had rare cases, it lasted 4 months, several dozen cases - 3-4 months, but mostly we kept it for 2 months." He said that as of yesterday, they had 6338 applications for citizenship. Again, as of yesterday, 4,394 people forcibly displaced from Nagorno-Karabakh have received RA citizenship, minors are not taken into account, because they acquire citizenship by force of law after acquiring the citizenship of their parents, purely through passport registration.
