Prime Minister Nikol Pashinyan sent a message on the occasion of RA Constitution Day.
"Dear people, dear citizens of the Republic of Armenia,
Today, July 5, we celebrate the Constitution Day.
The key importance of the constitution is not only the establishment of the legal order, the constitutional order in the country, but also the genealogy of that order, the organic connection with the founder of the state, the sovereign, that is, the people.
The constitution sets rules for people to live in the country and it is important who and how set these rules. They should be defined by the will of the people, by the free expression of the people, and this is an important precondition for the stability and development of the state. This condition has been significantly violated since our independence, and the people of the Republic of Armenia do not have the feeling that the legal order established in the country originates from them.
The lack of an organic connection between the legal system and the people is also the reason why the Republic of Armenia has not been perceived as a tool to ensure the safety, freedom and well-being of its own citizens for a long time, and with the policies adopted since 2024, the Government and the ruling majority are busy filling this gap, a policy that gives its visible results, and in the regular NA elections of 2026, it received the people's vote of confidence.
The pre-election program of the majority formed by the results of the elections also includes the agenda for the adoption of the new Constitution.
Dear people, dear citizens of the Republic of Armenia,
The constitution should be the expression of the people, the state and the power, it should be expressed not only by text, but also by genealogy and reality.
Since the People's Non-Violent Velvet Revolution of 2018, the people are the owners of the state and power, and this fact was reaffirmed in the next parliamentary elections of 2026.
This means that the constitutional spirit in the Republic of Armenia is strong and stable, and the constitution maker, the people, is steadfast in its aspirations to build a free and happy state.
I congratulate all of us on this occasion and on the occasion of the Constitution Day.
