Azerbaijan did not join Turkey's initiative

The letter was signed by Iraq, Iran, Pakistan, Saudi Arabia, the United Arab Emirates, Kazakhstan and Kyrgyzstan from the post-Soviet countries, but not Uzbekistan. The League of Arab States and the Organization of Islamic Cooperation supported Turkey's initiative.
