2024-2026 was discussed under the leadership of the Prime Minister. Draft Strategic Plan for Police Sector Reforms


A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the draft of the 2024-2026 Police Sector Reform Strategic Plan and the resulting action plan was discussed. This is reported by the RA government.

First of all, the results of the previous strategy were referred to, including: the creation of the Ministry of Internal Affairs, the introduction of the Patrol Service, the creation of the operational management center, the programs implemented in the direction of the training of patrol service personnel, etc.

It was reported that the action plan arising from the strategic plan envisages improving the quality of public services provided by the Ministry of Internal Affairs, finalizing the police management scheme, introducing a new institutional approach to human resource management, improving the external profile of the police, infrastructure, technical equipment, etc.
At the same time, during the above-mentioned period, it is planned to launch the Criminal Police, the Community Police, the Police Guard with a new structure and functionality, to form a unified republican operational management center.

Consecutive steps will be taken to improve the educational environment, police personnel training, professional development, development of the Patrol Service, guaranteeing the rights of persons deprived of their freedom, prevention of ill-treatment and other directions.

At the same time, it was noted that independent organizations recently conducted public surveys to determine the level of public trust in the Police.

In particular, by the OSCE in 2024 according to the results of the poll, the level of public trust in the Police was 72%, according to the polls conducted by IRI in 2023, it was 58%, and in 2024, it was 62%. the need for consistent and continuous steps in the direction.
