The demarcation and demarcation of Tavush marz is completely illegal. Avetik Chalabyan, coordinator of the "Hayakve" initiative, said this today, May 14, in a conversation with journalists in the courtyard of the Prosecutor's Office.
He mentioned that today they will present a crime report regarding the demarcation process itself.
"Delimitation is also illegal, because our internal processes provide that the border of Armenia can be determined only on the basis of an international agreement. If the international agreement falls asleep, then it must be approved by the CC and then ratified by the National Assembly. But Article 205 of the Constitution requires that those international treaties that refer to the territory of the Republic of Armenia be adopted through a popular referendum. In other words, if a border of RA is determined anywhere, then that document, by which that border was determined, has the status of an international treaty, and it must go through all domestic processes."
Avetik Chalabyan said that this contract was not passed through any domestic process. He emphasized that the RA citizen has the exclusive right to decide what is the border of the territory. "If even 1 meter is missing from the territory, and in this case, all the violence and conflict in Kirants is due to the fact that a part of the village is handed over to Azerbaijan. There is no way that any official should take such authority, which would be considered a transfer of authority. If it was done through an organized group, and significant damage was caused, then it is an aggravating circumstance, which determines 4-5 years of imprisonment."
He said that they are now filing a crime report and will seek to initiate criminal proceedings.
According to Chalabyan, until there is an interstate agreement establishing certain peace and rules of coexistence between the two countries, it is not possible to carry out demarcation and demarcation.
