"People apply, the certificate is approved very quickly, but after that the existing obstacles are mostly insurmountable, and there is no chance for people to get an apartment.
This program is for people who have above average means, you almost have to be rich to be able to use this support. I know families who managed to buy a building in a bad condition in a rural community, but were later denied credit because they were not considered trustworthy.
Artsakh residents are not reliable in banks in the sense that their daily income cannot be considered stable, that is, they are not sure that the Artsakh resident will be able to have the same income tomorrow," sums up Hakobyan.
