Yesterday, quite an interesting action took place near the Ministry of Foreign Affairs. On behalf of 60 organizations of the Artsakh civil society, it was transferred to Foreign Minister Ararat Mirzoyan by the same organizations as early as this year. Copy of the application addressed to the OSCE Chairman-in-Office Jan Borg on September 2. Both the action itself and the mentioned application have quite clear political content. Basically, the key emphasis is that the Artsakh issue is not closed at all, as Baku and Ankara consider it, and as the hostile talk is repeated in the CP corridors. Non-governmental organizations of Artsakh remind both Borg and Ararat Mirzoyan about the rights and responsibilities of Armenia to protect the entire complex of rights of the people of Artsakh. At the same time, the authors of the application warn that the steps aimed at the abolition of the OSCE Minsk Group will deprive Armenia of the internationally recognized rights to protect the vital rights of the citizens of Artsakh and the state interests of the Republic of Armenia. In addition, let us remind that Aliyev demanded the dissolution of the Minsk Group, moreover, continuously emphasizing that Armenia and Azerbaijan should jointly show such an initiative. The authors of the application also consider it necessary to remind that "the Republic of Armenia has sufficient rights and obligations regarding the protection of the collective and individual fundamental rights of the citizens of the Republic of Artsakh, which is fixed in the documents adopted at both the national and international levels." It should be noted that this kind of initiative of Artsakh non-governmental organizations is not a unique manifestation at all. From time to time, and lately more often, all kinds of figures, public figures, of course, exclusively non-governmental or representatives of circles that have nothing to do with the government, raise issues directly related to the vital and inalienable rights of the Armenians of Artsakh. Among those issues are the need to ensure fundamental human rights related to the rights to live on the native land, to control one's destiny, to realize the preservation of one's historical and cultural heritage. After the terrible disaster brought by the Pashinyan government to Artsakh, after the depopulation of Artsakh under the threat of physical annihilation, especially in the declining moral and psychological environment, it is very possible that all this may seem unnecessary to the public, let's say, to certain political layers, but it is not so. Such reminders, such appeals, public speeches and questioning are actually extremely important. Yes, the current government does not want and has no such intentions to protect the vital rights of the Armenians of Artsakh. Let's note this, in the event that this particular government led by Pashinyan won votes in the 2021 NA special elections with pre-election promises to protect the rights of the Armenians of Artsakh, realize the right to self-determination, and be the guarantor of the rights of the Armenians of Artsakh. Moreover, these theses have already been officially, as a norm, fixed in the five-year activity program of this Pashinyan government. And now, when Pashinyan and his teammates continue to deny Artsakh, it turns out that, in addition to everything, they are diametrically opposed to their own activity plan, which they kept in power with promises to fulfill or, if you want, reproduce. On the other hand, in the situation where the government of Armenia has crossed not only Artsakh, the Armenians of Artsakh, along with their rights, the manifestations consistent with yesterday's action are even more important. Yes, there may be people who say it's a quixotic battle against windmills. But it is necessary. Moreover, if you want to know, not only the people of Artsakh, not only the NGOs of Artsakh, but also absolutely all national structures should use any occasion, any pretext, to speak about the mentioned problems, about the genocidal crime committed against the Armenians of Artsakh. Whether it is an international inter-party platform, an ecumenical platform, or even a request from the Armenians of the USA, France, and Russia to the authorities of their countries, all of them are important. Moreover, with similar appeals, reminders, and questions, the Armenian structures (if they consider themselves Armenian) should continuously "bombard" all possible and impossible international structures and their leadership. All this, even more so and especially in the conditions of inactivity of today's government, is a really important work that needs to be done. In one sense, the reminders of the fixed norms of international law and the bloody issue of Artsakh are not closed. But at the same time, there is an impression that in many cases they have demands from whom, except... the main responsible and culprit of the disasters and tragedies, Nikol Pashinyan and his government. Yes, demands should be made to the international community (if you can say so). But all that will be many times more effective if we unite all the possible forces and demand an answer from the authorities that continuously bring catastrophes and tragedies, existential threats to our society. The reason for the created situation is Pashinyan's government, with its pro-Turkish "policy", if not by commissar. First, you need to get rid of the cause, after that focus on eliminating and overcoming the consequences step by step. ARMEN HAKOBYAN
