In Article 20 of the Law "Regulations of the National Assembly" it is written in black and white: "The term of authority of the investigative commission is up to six months, which can be extended twice by up to six months at the recommendation of the commission, by the decision of the National Assembly."
The activity of the investigative commission was extended twice. the first time in September 2022 for 6 months, the second time at the session of May 3, 2023, for 6 months until November 3 of this year.
But, here and there, Kocharyan has declared himself outside the law and has been ignoring the commission's report for 2 years. Let's remember that Andranik Kocharyan announced in September in an interview with the Public Television that the investigative commission studying the circumstances of the 44-day war has finished. the works, the conclusion is ready, he will write a letter to the Speaker of the National Assembly in October.
But he didn't do it, and on November 11, during a conversation with journalists in the National Assembly, he announced: "The report, as such, is ready. There are many pages, only the decoding of the video recordings is a huge work, which is also completed, it will be published in full in the plenary session hall of the National Assembly," Kocharyan said. But the report has not been published until now.
And, according to CP members, Kocharyan blackmails both the opposition and his teammates. Moreover, according to the information of "Zhoghovurd" daily, Andranik Kocharyan does not allow the other members of the commission, including members of the CP, to get acquainted with the report.
When the members of the commissions demand Andranik Kocharyan to publish the report, the latter excuses himself that the report is not yet final, it is in a draft version, he is waiting for the experts to give him the final version, and when they do, he will pass it on.
By the way, a part of the report is open, which should be published, and the other part, he said, will be forwarded to the Speaker of the National Assembly, so that the latter will decide whether it will be made public or not, and when it will be published.
Thus, we can record that Andranik Kocharyan deliberately does not publish the report, but keeps it in order to understand what decision is made in the CP regarding his dismissal.
