Analytical: Putin signed the law on the federal budget for 2025-2027


Russian President Vladimir Putin signed the law on the federal budget of the Russian Federation for 2025 and the planning period of 2026-2027, according to the Kremlin website.

In 2025, revenues will correspond to 40.3 trillion rubles or 18.8% of GDP, and expenditures will reach 41.47 trillion rubles or 19.3% of GDP. It is expected that the deficit will amount to 1.17 trillion rubles.

The upper limit of the internal state debt at the beginning of 2026 was set at 29.38 trillion rubles, the external one at 61.1 billion dollars or 55.5 billion euros. Public debt servicing costs are expected to be 3.18 trillion rubles in 2025, 3.475 trillion rubles in 2026, and 3.59 trillion rubles in 2027.

Minister of Finance Anton Siluanov, presenting the draft budget in the State Duma, noted that according to it, the average amount of the insurance pension in 2025 will be about 24,000 rubles, pension payments will be indexed to the inflation level from January of next year. Also, for the next three years, about 10 trillion rubles are allocated to support families with children.

Prime Minister Mikhail Mishustin announced that the priority of the budget for the next three years will be the fulfillment of the state's social obligations to the citizens.
