"Hraparak" newspaper writes:
"We wrote that after the meeting with Aliyev in Kazan in October, Prime Minister Pashinyan and Foreign Minister Ararat Mirzoyan were in a euphoric mood during a closed meeting with the CP, they spoke enthusiastically about the meeting.
Pashinyan said that he had important discussions with Aliyev on a number of issues, they addressed the unblocking of communications, and more specifically, the restoration of cargo transportation, which most excited both Pashinyan and Ararat Mirzoyan, and they assured the CP members: if this happens, Armenia will flourish economically in the near future and people will be satisfied and happy. They said that a preliminary agreement has been reached to start operating cargo transportation by Yeraskh-Julfa-Ordubad-Meghri-Horadiz railway.
And that in the near future steps should be taken to repair the railway.
Some CP members also spoke about this publicly. However, we learned from our sources at the Ministry of Foreign Affairs that this preliminary agreement has also been "written on ice" and no steps are being taken in that direction.
What is the reason? There are only assumptions that Azerbaijan is in favor of Russian control, so that in the case of land communication, there will be the same control, with the Russians providing security.
In addition, Aliyev, like Pashinyan, is not trying to "jump over Putin's head", especially since the November 9 document has not been canceled yet."
