"We learned from diplomatic sources that even if Armenia and Azerbaijan agree on all the points of the "peace treaty" today, Aliyev will still not sign the document, because the precondition is to change the Constitution and renounce the Declaration of Independence.
Despite this failed state of Armenia, Aliyev is afraid that the next Armenian authorities may cancel the decision of the current authorities to recognize Artsakh as part of Azerbaijan and try to achieve success on the international platforms by raising again the issue of Artsakh being an Armenian, historical territory.
Meanwhile, Nikol Pashinyan needs to sign that formal piece of paper, which will not actually bring peace, but before the upcoming elections, he will feed the bullies with vain hopes that he has achieved final peace. We were told that Pashinyan offered Aliyev to sign the paper, including a point where it will be written that it will enter into force after our Constitution is changed, but Aliyev rejected this too, thoroughly humiliating the Prime Minister of Armenia who is begging for peace.
According to our source, Pashinyan understands that at the moment he cannot hold a referendum and change the Constitution, so he wants to win the upcoming elections and after that only fulfill Aliyev's demand."
