The Ministry of Education, Culture, Sports and Science proposes to make amendments and additions to the government's decision No. 181-N of February 9, 2023. During the implementation of the process of selecting and appointing school principals in the new format starting from 2023, several problems to be regulated appeared, which this project is aimed at solving. During the selection and appointment of school principals in the new format, cases were recorded when the candidate passed the passing threshold of the development plan evaluation and was significantly lower evaluated during the interview in the field of questions about the development plan.
The mentioned circumstance indicates either that the development plan presented by him was not written by himself, or that the candidate in question does not have a sufficient understanding of the educational process at the institution. Sometimes candidates who have received passing votes during the interview are not able to demonstrate full abilities and skills, but receive a positive conclusion from the professional committee, getting the opportunity to be appointed as a director.
Sometimes the candidates who have overcome the passing threshold are the persons who applied for the vacant position of the educational institutions of the rural areas, where the position of the director remains vacant for a long time, in case there is no other candidate or there is no person with sufficient abilities. cases of transfer of information regarding the course of examination, which contradicts the goals of the procedure.
Several mechanisms are proposed by this project in order to settle the issues and ensure fair competition and objectivity of the process. For example, in the case of the transfer, leak, publication of data on the development project during the examination, or the presence of information about cooperation with the applicant or the 2nd examining organization, or in the event of a negative assessment of the component of the development program during the interview, the contract concluded with the organization is terminated.
Or, a person with a positive conclusion of the development plan, but who did not pass the interview twice, must submit a development plan again, if the professional committee assessed the component of the development plan negatively. In case of a positive conclusion of all the members who participated in the voting, the candidate is appointed to the position of director without a probationary period, and in case of having at least one negative conclusion as a result of passing the interview stage, the candidate is appointed to the position of director for a period of 5 years with a probationary period of 1 year.
During the trial period, in order to support organizational, professional or other work activities, a trial period leader is appointed, who is the director of the mentor school selected by the order of the minister. At the end of the probationary period, the leader submits the director's work evaluation sheet to the professional committee. A director with 20 or more points will be considered to have passed the probationary period.
