In the case of confiscation of property of illegal origin, a settlement agreement was signed in order to transfer the property with an average market value of 323 million 800 thousand drams to the ownership of the Republic of Armenia, which was approved by the court's decision on March 5.
On August 29, 2023, the General Prosecutor's Office submitted a claim to the Anti-Corruption Court for the confiscation of property of illegal origin against Manuk Hakobyan, the assistant of the former head of the Abovyan community of Kotayk Marz, Karapet Guloyan, and his wife. Let's remind that the criminal proceedings against the former leader of Abovyan community Karapet Guloyan, which is being investigated by the Anti-Corruption Committee, was handed over to the court on November 6, 2025, with the indictment approved by the prosecutor.
According to the decision of the court on August 30, 2023, the claim was accepted for proceedings. Within the framework of the mentioned case, on February 27, 2026, a settlement agreement was signed with the defendants Manuk Hakobyan and his wife in the Department of Illegal Property Confiscation of the General Prosecutor's Office, according to which the defendant agreed to hand over the 20.6 ha real estate around Kanakeravan village of Nor Hachn community of Kotayk region with an average market value of 323 million 800 thousand drams included in the claim to the ownership of the Republic of Armenia.
On the same day, an application was submitted to the Anti-Corruption Court to confirm the settlement agreement. On March 4, the Anti-Corruption Court made a decision to separate a part of the case and examine it in a separate proceeding. On March 5, the Anti-Corruption Court issued a verdict confirming the reconciliation agreement signed on February 27. The investigation of the civil case regarding the claim for confiscation of the other properties included in the claim is ongoing.
