Forced families from Artsakh will receive additional social assistance


The government plans to provide additional urgent social assistance to socially disadvantaged families from Nagorno-Karabakh to help them cope with difficult situations of life. The new support is aimed at families who continue to face socio-economic difficulties and have no opportunity to use other state or community housing programs.

The support can be used. Those whose data are available in the RA Government's former support programs have been displaced as a result of the military operations of 2020-2023, the RA Ministry of Internal Affairs Database of Migration and Citizenship Service.

The support of state or community-owned areas, with state-owned hotels or guesthouses, who have more than 50 percent residential real estate in Armenia.

The amount of support will be calculated on the basis of the number of displaced members of the family. For the first member of the family, 40,000 AMD per month, for second and more members, 10,000 AMD per month.

Forcibly displaced persons must submit an electronic application on December 15, 2025, on socservice.am, indicating personal data and bank account data.

The data will be disclosed to the RA National Security Service, the Ministry of Territorial Administration, and by combining with the State Real Estate Register.
Based on transparency and justice, the support will be provided only only to those who are actually living in Armenia.

It is planned to provide support for 3,000 families (total 11,430 beneficiaries).


1.83 billion drams will be provided for the support, which will be provided from the State Budget of the 2025 of Armenia.

The Government of the Republic of Armenia has already implemented a number of programs for the housing and social assistance of forcibly displaced persons, but some programs for them will cease in April 2025.

This new social support initiative aims to mitigate the social workload of displaced families and ensure their socio-economic stability before the development of long-term solutions.

The Government of the Republic of Armenia reaffirms its commitment to citizens displaced from Nagorno-Karabakh and ensure the quality of their quality of life.
