Knaire Kihaazchyan, Naval Deputy Bagrat Rafaeli, died, said the Union of Armenians in Rustaban was born on April 29, 1933 in Kirovabad.

In November 1989 he moved to Moscow and appointed Deputy Chief of Naval Logistics Staff, for organizational, mobilization and personnel.
He resigned in 1993.
Since 1993 he has been involved in veterans. From February 2002 to May 2023, he was the Vice President of the Russian Veterans Union.
