The annual climate conference of the United Nations, which was hosted in Azerbaijan this year, has officially ended. Baku aimed to simply "shine" in the international arena with its initiative in overcoming climate change. It is no coincidence that Azerbaijan was preparing for a long time to receive very high-level representative delegations, but the leaders of the leading countries did not participate in the conference.
Even the President of the European Commission, Ursula von der Leyen, who declared Aliyev as a "trustworthy partner", did not participate in COP 29. However, Baku expected that during the conference it would at least be possible to adopt an important document from the point of view of the fight against climate change, which in turn would emphasize the uniqueness of COP 29. After much discussion, COP 29 participants settled on allocating $300 billion a year to poorer and more vulnerable countries to adapt to climate change and transition their economies to "green" energy by 2035. But developing countries that demanding more than a trillion dollars in aid, the site condemned the deal as "offensive".
Moreover, the representatives of the developing countries called on the rich countries to give them 1.3 trillion dollars a year to help overcome the impact of the climate crisis.
Let's note that the details of this transaction are also controversial, in particular, it remains questionable from which funds the money will be allocated, and which developing countries can claim to receive compensation. In general, for the international actors, the event not only did not live up to the existing expectations, but in some respects it was also considered as a pointless waste of time. It was just a conference... for a conference.
On the other hand, at COP 29, Azerbaijan's dual policy and hypocrisy in the fight against climate change were demonstrated. It is no coincidence that in his introductory speech, the President of Azerbaijan, Ilham Aliyev, declared that fossil fuel is "God's gift". Then, in his speech, he criticized the West, which considers Azerbaijan as a country that exports hydrocarbons and contributes to negative climate change, for its double standards, stressing that in 2022 After Russia's invasion of Ukraine in February, it was the West that asked Azerbaijan to buy gas, not the other way around.
According to experts, the non-participation of Armenia was also a negative result for Azerbaijan. in particular, Aliyev was able to use the platform of the climate forum to circulate his anti-Armenian theses and to say defamatory words against France. And the participants of the forum had to listen to Aliyev's speeches, and the international media had to circulate Azerbaijani theses. Apparently, dictatorial Azerbaijan, which has committed specific war crimes against Artsakh, would have dreamed that the world would listen to Aliyev's fabrications, but this time it succeeded.
Azerbaijan managed to present itself as a supporter of peace. That is why various Azerbaijani officials emphasized that the main points of the peace agreement have been agreed upon, only a few points remain, and they only seek peace. And next month, in December, they will resume the negotiation process over the non-agreed points. The international partners noted that there is significant progress in the Armenian-Azerbaijani negotiations and called on the parties to continue the negotiation process.
But the international community does not record that Baku is putting forward completely unacceptable conditions for the Armenian side. Statements continue to be made from Azerbaijan that Armenia should change its Constitution. On the other hand, the so-called false stories of returning to "Western Azerbaijan" continue to be woven in Baku. And both the Azerbaijani and Armenian sides are hinting that the continuation of border demarcation will be the subject of negotiations in December. But there is no doubt that Azerbaijan will use the delimitation process this time to extract further concessions from Armenia and gain superior positions.
And the RA authorities are already creating grounds for concessions: they are generating such theories that they are preparing for peace, and it is pointless to fight against Azerbaijan, which can lead the Armenian side to "suicide". While the idea is being promoted in Armenia that in order to preserve the sovereignty and territorial integrity of the Republic of Armenia, it is necessary to make painful concessions, to hand over what "does not belong" to us, after the COP 29, Azerbaijan is already sending messages through various statements and military exercises. that his hands were freed to start a new aggression.
