Due to the need to facilitate the conditions for providing a citizen with a deferment from compulsory military service in order to undergo military service at the place and under the conditions specified by the Ministry of Defense of the Republic of Armenia ("I have honor" program), the executive has adopted a decision.
According to the rationale, those citizens who scored a positive point for the entrance exams, whose average quality score (AQA) is at least 70 percent of the maximum value of the AQA set in the given higher educational institution, or who scored at least 75 percent of the total of the maximum positive points of the entrance exams set for the given higher education institution, as well as those citizens admitted to the university who scored at least 75 percent of the maximum value of the test that determines the degree of general development, are entitled to a deferral.
The analysis of the quantitative situation of the people who applied to study under the "I have honor" program over the last five years shows that there has been a gradual decrease in the number of students who have signed a contract with the RA Ministry of Defense, which is largely due to the fact that the applicants did not collect the necessary points, moreover, there are a large number of those who have collected points in the range from 60 to 75 percent. For this purpose, the decision envisages lowering the threshold of the minimum admission (study) points necessary for a citizen to sign a contract with the "I have honor" program within the framework of targeted studies and to grant a deferment from compulsory military service by 10 percent.
