Single, disinherited elderly people forcibly displaced from Nagorno-Karabakh will also benefit from the state support program for accessibility. The relevant decision was adopted during today's session of the RA government.
Sputnik Armeniaaccording to the report, it is noted that the main goal of the project is to establish legal regulations that will enable partner financial organizations to lend to single, disinherited elderly people.
"Lending to the elderly without heirs is risky from the point of view of partner financial organizations, because according to the existing legislation, in the event of the death of the beneficiary (borrower) during the term of the mortgage loan, the payment of financial support stops completely, if the heir of the beneficiary is not a family member," the decision says.
The project proposes to establish such a legal regulation that will enable partner financial organizations to lend loans to single elderly people within the framework of the program, without taking into account the risk of their death and lack of an heir during the term of the loan. According to the proposed regulation, if the beneficiary has no heir, then in case of his death, the payment of the support amount to the organization will continue until the full repayment of the loan.
By the way, as of October 15 of this year, there are still unrealized certificates, some of which (maximum 10) belong to single, disinherited elderly people. We should note that the state support program for housing affordability for displaced families from certain regions of Nagorno Karabakh was launched in 2022. In the framework of this program, support is provided to beneficiaries who purchase residential real estate with a mortgage loan in RA, who receive a mortgage loan for the purpose of building an individual residential house, who meet the conditions of the program, and is directed exclusively to the repayment of the monthly payments (principal amount and interest) of the mortgage loan. October 15 as of now, 3,947 beneficiaries have received certificates, of which, based on about 3,332 certificates, the mortgage lending process has been completed or is in the final stage.
