Simply, based on a number of subjective circumstances, Pashinyan allows himself to use it for informational and propaganda reasons.
In practice, the "resolution" was also the basis of the system that governed until 2018, de facto. State life activities have only served the logic of "earning bread" or "keeping a house", nothing more. Yes, the dominant elites at practically all levels in Armenia, both officials and various socio-political actors, have been guided by the philosophy of "keeping a house".
All that was done under loud and pathetic expressions, but the actual reality did not change. That was the standard of thinking and psychology of the Armenian elites. If it were not so, the situation would not have reached 2018. That philosophy has now simply become more cynical and relaxed, more open.
And the reason is that the "resolution" has been deeply embedded in public psychology and thinking for a long time. And, as painful as it may be to admit, that is how the public perceives the idea of the state and statehood. Pashinyan feels this very well and knows that he is voicing the "resolution".
In general, in my opinion, it is a misunderstanding to think that he is voicing unpopular opinions and thoughts in public. He is voicing what he is sure will be digested in the "gastrointestinal system" of public consciousness. That is why I note that this system must be changed in Armenia. , in order to change the government and management system, if we are talking about change from within Armenia.
